2026–2031 manifesto

Official 2026 legislative election programme of the Popular Movement (MP), presenting 70 actionable commitments focused on territorial equity for rural and mountainous regions, purchasing power protection, education and healthcare reforms, Amazigh language implementation, and employment support.

Key pledges

Creation of a national digital platform for daily tracking of staple commodity pricesPossible

القدرة الشرائية والأسواق

The official CPI is published monthly, but HCP and the Competition Council have established structured price-data cooperation. A daily national portal can be deployed during 2026-2031 if it begins with a defined basket and obtains reliable data-sharing and validation arrangements. Publishing prices alone would not establish or sanction market manipulation.

Tax deduction for education expenses up to 500 MAD monthly per familyPossible

القدرة الشرائية والضرائب

A Finance Act can create this deduction within the term. It would reduce taxable income, not pay 500 MAD in cash: a 6,000-MAD deduction can lower tax by between zero and 2,220 MAD, depending on taxable income. The tax code’s current family reduction is capped at 3,600 MAD, not 3,000. Total revenue loss remains unknown without take-up and eligibility data.

Direct financial aid of up to 500 MAD for schooling in impoverished householdsInsufficient data

الحماية الاجتماعية والتعليم

Morocco already has a delivery system for direct social assistance and its 2026 budget plans higher support for some schoolchildren. But the promise does not say who receives up to 500 MAD or how often. Its coverage and cost cannot therefore be assessed reliably.

Regular indexing and revaluation of retirement pensions to general salary increasesHard

التقاعد والحماية الاجتماعية

In 2024, reported contributions were DH66.8bn against DH71.1bn in benefits, an approximate DH4.3bn technical gap. In July 2026, ACAPS said public-sector schemes still had structural imbalances despite wage-related improvements. A wage-linked pension rule can be adopted, but durable funding and coordination with systemic reform make full implementation difficult within five years.

Implementation of an export truce mechanism on staple agricultural produce during domestic shortagesPossible

الأمن الغذائي والتجارة

Moroccan rules already provide for export licences for listed goods. WTO rules allow temporary export restrictions for critical food shortages, subject to conditions and procedures. A transparent, time-limited mechanism can be established by 2031, but it cannot be treated as a standing or discretionary export ban.

Establishment of the legal framework and logistical infrastructure for a national strategic reserveHard

السيادة والأمن الغذائي والطاقي والصحي

Emergency-reserve platforms show that major storage projects can be built. However, this promise combines food, energy and health in one legal, financial and logistics system while security stocks of hydrocarbons and soft wheat remain a national concern. Completing the full system by 2031 would require demanding cross-sector execution and permanent funding.

Reorientation of agricultural production toward grains, pulses, oilseeds, and fodderInsufficient data

الفلاحة والسيادة الغذائية

Morocco has experience with regional agricultural plans and support tools, but the sector has also faced five consecutive drought years and water scarcity. The promise sets no baseline, 2031 acreage or output target, water limit, farmer-income path, or budget. The scale of production reorientation achievable in five years therefore cannot be determined.

Agricultural subsidy reform conditioned on commitments, water stress, and measurable impactPossible

الفلاحة والتنمية القروية

The Agricultural Development Fund already uses targeted investment subsidies, differentiated irrigation rates, and local one-stop offices. Making new aid conditional on regional water stress and verified impact can be phased in during the term, but it requires workable data, field verification, appeal mechanisms and rules that do not exclude small farmers through paperwork.

Progressive tax on fish exports exceeding 50% of national productionHard

الصيد البحري والأمن الغذائي

Digital catch certificates provide a useful base for data tracking, but 85% of fishing activity is export-oriented. A charge triggered by exports could conflict with the EU–Morocco agreement for trade with the EU. Designing a lawful scope, species data system and revenue controls by 2031 is therefore demanding.

Enactment of a framework law for professional chambers to expand their roles and powersPossible

الحكامة والتنمية الاقتصادية

Passing one framework law during 2026-2031 is institutionally realistic. The Court of Auditors nevertheless reports overlapping mandates, weak coordination and capacity gaps among professional chambers. The law would therefore need implementing measures and resources before expanded powers can work in practice.

Doubling the number of Moroccan exporting enterprises from 6,000 to 12,000Hard

التجارة الخارجية والمقاولات

Using the programme’s 6,000-firm starting point, reaching 12,000 requires 1,200 net additional active exporters each year, or 14.9% annual compound growth. The ministry’s current primo-exporter scheme targets 100 firms for 2024–2026, showing a much smaller intervention scale. The objective could be reached only with a substantial expansion of finance, certification, productivity and market-access support.

Establishment of an economic vigilance committee and merger of public economic agenciesInsufficient data

الحكامة الاقتصادية

A weekly economic-monitoring committee has clear precedent and can be created administratively. But the merger part does not name the agencies, staff, assets, mandates or legal steps involved. State-portfolio policy provides a reform framework, yet the timetable, transition cost and expected savings cannot be assessed without a defined perimeter.

Reintroduction of incentive territorial tax zoning to direct investments to disadvantaged areasPossible

الجبايات والعدالة المجالية

Morocco already uses a territorial investment premium of 10% or 15% in listed provinces and prefectures. A separate fiscal zoning system could be legislated by 2031, but it needs a transparent map, budgeted revenue cost, anti-abuse rules and coordination with existing support. The programme gives no rates or eligible-area list, so its cost is unknown.

Raising national preference in public procurement to 35% and establishing regional preferencePossible

الصفقات العمومية والمقاولات

The legal national-preference rate is currently 15%; the separate 30% figure is an annual reservation for SMEs and similar entities. Raising the preference to 35% can be done by decree within the term, but regional preference needs transparent criteria and treaty-compliant exceptions to protect competition.

Public service contracting for subsidized transport in rural and mountainous zonesHard

النقل وفك العزلة

A rural public-service contracting system is feasible in principle, but delivery by 2031 is demanding. The current sector lacks a specific framework, remote areas still have weak services and infrastructure, and non-profitable routes need durable operating support rather than one-off funding.

Creation of a dedicated ministry for integrated territorial development for rural, mountain, and border zonesHard

الحكامة والتنمية المجالية

A new ministry can be created by governmental reorganisation, but the promise also requires consolidating funds, special accounts and interventions. Relevant 2026 budgets remain in separate portfolios, while the Court of Auditors reports slow transfer and delegation of territorial responsibilities. Completing this restructuring during 2026-2031 would require unusually strong political and administrative coordination.

Enactment of specific laws for mountainous, oasis, and border regionsHard

التشريع والعدالة المجالية

The promise appears to require at least two territorial legal frameworks. Morocco’s CESE has already recommended a mountain framework law and identified major development gaps. Drafting laws within 2026-2031 is possible, but agreeing boundaries, positive-discrimination rules, funding and implementation across sectors and regions makes the full commitment demanding.

Cancellation of debts of small farmers impacted by drought and accumulated debtInsufficient data

الفلاحة ودعم الفلاحين

A targeted debt cancellation could be delivered, but the promise gives no number of borrowers, debt ceiling, creditor scope or budget. The available bank evidence says treating farmer over-indebtedness requires State support and protection of solvency. Its five-year fiscal cost therefore cannot be tested reliably yet.

Annual financial allowance for public sector employees working in remote areasInsufficient data

الوظيفة العمومية والعدالة المجالية

Morocco has previously funded an allowance for education and health staff in remote, difficult-to-access areas, and public pay can include allowances created by law or regulation. But this promise gives neither the allowance amount nor the eligible headcount or zoning, so its fiscal scale and implementability cannot yet be assessed.

Creation of integrated rural hubs for essential public services and local product value-additionInsufficient data

التنمية القروية والبنيات التحتية

Morocco already has a rural-emerging-centres programme, including 12 pilot centres and a 2026 plan for 36 model centres. But the promise does not specify how many integrated hubs it would create, where they would be, their service standard or their cost. A five-year delivery rate, staffing need and funding gap therefore cannot be responsibly assessed.

Creation of a unified digital health card and electronic medical file for every citizenHard

الصحة والرقمنة

Morocco has a regional integrated-system pilot and the Ministry says the shared medical record and electronic care sheet were technically prepared for progressive deployment in 2026. Making them work for every citizen across public and private care by 2031 remains a large interoperability, data-protection and adoption task.

Direct social welfare access for widows, disabled persons, and elderly without RSU scoring conditionsHard

الحماية الاجتماعية والاستهداف

Current direct assistance requires RSU registration and a score at or below 9.743001. Removing that gate for three categories is legally possible, but “no income” must still be checked reliably. The system already serves 3.9 million households, including 1.7 million people aged over 60. Missing counts for eligible disabled people, low-income elderly people and overlaps make the extra cost uncertain and national delivery demanding.

Launch of a national maternal and child healthcare programme during the first 1,000 daysPossible

الصحة والأسرة

A “1,000 first days” campaign was launched in May 2024, and a 2025 national prenatal-care campaign included training and actions linked to that period. A national package can therefore be strengthened during five years, provided staffing, supplies, referrals and recurrent funding are secured. The promise does not set coverage or outcome targets.

Increasing the scientific research budget to 2% to align with global benchmarksHard

التعليم العالي والبحث العلمي

Reaching 2% of GDP for national R&D spending would require a very large and sustained increase from the latest cited 0.75% baseline, which dates from 2016. Morocco also has weak private R&D funding and unfinished institutional reforms. It could be pursued only through exceptional, sustained public and private mobilisation.

Increasing the higher education scholarship amount and switching to monthly disbursementPossible

التعليم العالي والشباب

Monthly payment is administratively plausible because the first-cycle grant already has a published annual amount and scheduled instalments. At unchanged annual value, it mainly changes payment timing. The size and cost of the promised increase are unspecified, so feasibility depends on a moderate, budgeted increase and reliable payment administration.

Adoption of the 'Training Voucher' to integrate NEET youth into vocational pathsHard

التشغيل والشباب

The need is far larger than current public vocational-training intake. Morocco has 2.9 million NEETs aged 15–29, while OFPPT has 268,039 first-year diploma and qualifying places in 2026–27. A nationwide voucher route would need major extra providers, funding and support to reach women and inactive young people.

Temporary job search allowance of 1,000 MAD per month for higher education graduatesHard

التشغيل والشباب

This would be a new first-job benefit, not the existing loss-of-employment indemnity, which requires prior insured work. Paying the full amount for one historic public-university graduate cohort of 135,345 people would cost about 1.62 billion MAD for one year. That is 81% of the 2026 youth-employment fund before private and other graduates, so a nationwide entitlement needs dedicated recurring funding and robust verification.

Implementation of rent-to-own housing mechanism without upfront deposit backed by TamwilcomPossible

السكن وسياسة المدينة

Law 51-00 already provides a legal basis for rent-to-own. Because the promise sets no number of dwellings or households, launching a no-deposit product backed by Tamwilcom during 2026-2031 is feasible if its guarantee capacity is funded and lenders and developers participate. Large-scale access is not demonstrated by the promise.

Generalization of Amazigh language teaching and integration into courts, administration, and hospitalsHard

الأمازيغية والهوية الوطنية

In 2024–2025, Amazigh teaching reached about 3,400 primary schools, or 40%, and 651,936 pupils. The reported official education objective is full primary-school coverage by 2029–2030, while the 2026 budget provides 1,000 specialist teaching posts. Completing that expansion and delivering usable Amazigh access in courts, hospitals, administrations and municipalities by 2031 requires unusually strong staffing, training and cross-sector execution.

Establishment of a regional 'Dar Al-Mouhajir' center in every region to support Moroccans abroadPossible

مغاربة العالم والهجرة

Morocco has 12 regions, so the target means opening 2.4 functioning centers a year. Existing MRE digital services, CRI investment procedures and a documented regional Maison de l’Émigré project provide useful building blocks. The programme, however, does not cost premises, staffing or yearly operations; success depends on formal inter-agency commitments rather than creating information desks only.
