2026–2031 manifesto
This document is the official summary of the government programme of the Party of Progress and Socialism (PPS) for the 2026 legislative elections (2027–2031 term), titled 'Let's Dare! Together'. Centred around a 'Pact of Dignity', it addresses four strategic pillars: human development (rebuilding public healthcare, public education, decent work, and social welfare), productive and green economic sovereignty, democratic renewal and public ethics, and regional foreign policy. It features a detailed financing matrix projecting 575 billion MAD in additional public spending financed by 622 billion MAD in new fiscal revenues over five years.
Key pledges
Universalise mandatory health insurance (AMO) by end-2028 for 8.5 million excluded citizensHard
Santé
Effectively covering 8.5 million people before 31 December 2028 requires a very high delivery rate. A reform under way could remove part of the closed-entitlement barrier, but collection, targeting, contribution financing and care capacity must all advance together.
Recruit 15,000 doctors, 33,500 nurses, and open 9,000 additional hospital bedsHard
Santé
The promise requires 3,000 doctors, 6,700 nurses, and 1,800 genuinely operational beds every year. Training capacity and hospital projects are advancing, but planned posts and staff shortages show that recruitment, retention, equipment, and operations would all need to accelerate at the same time.
Prohibit smoking in public placesHard
Santé publique
Morocco still needs to extend a complete ban to restaurants, cafés/bars, and public transport, then enforce it sustainably. WHO’s compliance finding shows that nationwide implementation is the main challenge. Clear law, funded inspectors, and regular public monitoring are necessary.
Recruit 18,000 primary and middle school teachers annuallyPossible
Éducation
The requested scale is 90,000 hires over five years. The latest published campaign shows a close capacity, but only 16,309 posts were in primary and lower secondary. That share must therefore be increased and sustained, with salaries and training funded and teachers deployed where shortages are greatest.
Increase R&D budget to 1.5% of GDP and achieve 1,000 university patents per yearHard
Recherche & Enseignement supérieur
Reaching 1,000 university applications a year requires very rapid growth in filings. The 1.5%-of-GDP target cannot be robustly costed because recent total-R&D data are unavailable. Research funding, teams, and commercialisation with firms would need sustained expansion.
Raise minimum wage (SMIG/SMAG) and civil servant salaries by 15% and index to inflationHard
Pouvoir d'achat & Salaires
A two-stage increase is administratively feasible, but its exact cost remains unknown and the stated envelope also funds other measures. Inflation indexation would create a lasting expense. It therefore needs clear multi-year financing and a durable agreement with employers.
Raise social safety net transfer to 1,000 MAD/month for multidimensionally poor householdsPossible
Protection sociale
The stated envelope can finance 1,000 MAD a month if support is tightly limited to multidimensionally poor households. Exact cost still depends on the number of eligible households and aid they already receive. Existing funding must be retained and targeting errors monitored.
Extend job loss allowance to 12 months with a ceiling of 7,500 MAD/monthHard
Emploi & Sécurité sociale
The documented framework pays for at most six months, at 70% of the reference wage and under a legal cap. The pledge raises the potential maximum to 12 months and MAD 7,500, or MAD 90,000 for a claim at the ceiling. It requires legal reform and sustainable actuarial financing. Without verified beneficiary and revenue projections, its total cost remains uncertain.
Provide a tax-exempt culture voucher of 1,000 MAD/year to 2 million low-income householdsPossible
Culture
Payments to 2 million households are close to a scale already approached by direct social assistance. The transfer costs MAD 2bn yearly, more than the 2026 Culture budget. It can be delivered in five years if recurring additional appropriations are approved, tax treatment is defined, and accredited cultural supply exists beyond major cities.
Allocate 1% of total public expenditure to the Ministry of CultureHard
Culture
Reaching 1% requires almost quadrupling Culture’s budget from its 2026 level. The stated envelope is very close to the minimum need, but only if all of it goes to Culture and public expenditure does not rise. Budget trade-offs and spending capacity will be decisive.
Provide 4 hours of physical education per week for all public school studentsHard
Sport & Éducation
Four weekly hours for every pupil entails a major change in timetables, staffing and facilities. Available data show a large pupil population and an active school-sport policy, but not current PE hours or specialist-teacher numbers. Full rollout requires an exceptional scale-up.
Raise industry's share of GDP to 20% and create 500,000 net industrial jobsHard
Industrie & Économie
Both objectives require sustained acceleration. Creating 100,000 net industrial jobs yearly is far above the recent industry flow, while the industrial share must gain about one GDP point each year under an indicative ratio. The budget is not detailed; success would mainly depend on much larger private and public investment.
Equip Morocco with a national commercial shipping fleet under Moroccan flagHard
Transport & Souveraineté
Investing in an initial fleet appears feasible, but delivery by 2031 depends on an adopted strategy, freight contracts, financing and rules that make the Moroccan flag competitive. The programme provides neither fleet size nor timetable, while the public study was still under way in 2026.
Create 15,000 MSMEs per year with at least 500 in each regionPossible
Entreprises & PME
If registrations are counted, 15,000 annual creations are far below the national flow observed in 2024, so the volume is attainable. Available data do not show how many are truly MSMEs, how many survive, or whether every region already reaches 500. Delivery depends on a public regional indicator and support beyond registration.
Integrate 20% of informal units into the formal economy and generate 10 billion MAD/year in revenueHard
Économie informelle & Fiscalité
The target requires formalising about 406,000 units, while the mechanism identifies only 300,000. Revenue could depend on highly selective targeting of the most productive units. It must still be shown that taxes and contributions actually collected can reach this level without weakening micro-businesses.
Establish a Public Investment Bank (BPI Maroc) and mobilise 50 billion MAD annuallyHard
Financement de l'économie
Creating a BPI and mobilising 50 billion MAD each year is conceivable, but highly demanding. The institution would need to start early, secure required approvals, avoid duplicating existing tools, and consistently attract banks and investors to sound projects.
Make stock exchange listing mandatory for banks, insurance, telecom, and fuel distribution companiesInsufficient data
Marché financier & Concurrence
The market had 80 listed companies at end-2025, with three IPOs that year. But the pledge does not define covered firms, a large company, economic rent, or how much capital must be floated. Without those details, annual listings, liquidity needs and legal effects cannot be credibly quantified.
Raise income tax exemption threshold to 60,000 MAD and create a 40% top bracket (> 500,000 MAD/year)Possible
Fiscalité
The schedule can be changed through a Finance Law during the term. It raises the current exemption and the top marginal rate, but its net effect on revenue is unknown without detailed data on affected taxpayers. A clear offset is needed if the reform lowers receipts.
Introduce a declarative solidarity wealth tax with progressive rates from 0.3% to 0.5%Hard
Fiscalité
A law can create this tax, but its essential rules and auditable base are undefined. The stated MAD 22.4 billion yield is not broken down in the programme. If treated as a target, it would require a very large effectively collected base and new capacity for declaration, valuation and audit.
Transfer Samir refinery assets to the State and cap fuel prices and distributor marginsHard
Énergie & Régulation
This combines an asset takeover within a long-running liquidation with a separate fuel-regulation reform. It can progress within five years only with an enforceable settlement for creditors, transparent valuation and financing, and a price framework compatible with supply security.
Increase desalination capacity to 1.7 billion m³/year and freshwater availability to 1,200 m³/capita/yearNot achievable
Eau & Environnement
Raising desalination to 1.7bn m³ matches a public ambition, but still requires more than quadrupling 2026 capacity. Under the usual resource-per-person indicator, 1,200 m³ in 2031 requires 46.1bn m³ yearly. Even counting all planned desalination, 22.4bn m³ remains missing. No new source of that scale is described.
Implement targeted support for 400,000 small farms under 5 hectaresHard
Agriculture
Reaching 400,000 farms requires supporting 80,000 distinct farms every year. Support channels exist, but reliable beneficiary identification, unregistered or jointly owned land, limited agricultural extension, and the absence of a budget exclusively reserved for this measure create high delivery risk.
Reduce the housing deficit from 350,000 units to fewer than 200,000Possible
Habitat & Logement
The required pace—over 30,000 net reductions a year from the programme’s baseline—is demanding but comparable to the scale of recent urban-housing growth. Delivery depends on territorial targeting, serviced land, affordable homes, and genuinely effective mobilisation of vacant housing.
Build 3 regional green data centres powered by renewable energyInsufficient data
Numérique & Données
Building three centres in five years is a concrete target, but essential details are missing: capacity, regions, full cost, renewable connection, and security level. Sources confirm sovereignty and cybersecurity needs, but do not allow verification that the stated budget is sufficient.
Completely prohibit government ministers from managing or controlling private businessesPossible
Moralisation & Transparence
The change concerns an identified exception in an existing organic law. It can be enacted during the term if a majority supports it and constitutional review clears it. To prevent circumvention, the text must also define effective control and provide for real oversight.
Make the teaching of the Amazigh language mandatoryInsufficient data
Amazighité & Éducation
Mandatory status already appears in the pedagogical framework. The programme specifies neither the cycles and schools to be effectively covered, nor a deadline, nor teacher needs. The 40% primary-school benchmark shows incomplete rollout, but cannot measure nationwide generalisation.
Abolish child marriage definitively and establish joint legal parental guardianshipPossible
Droits des femmes & Famille
A law could remove under-18 exceptions and establish joint guardianship by 2031. It requires a majority to revise the Family Code and serious court follow-through. Reforming official marriage rules alone would not guarantee the disappearance of informal unions.
Require political parties to name women as list leaders in at least one legislative district per regionPossible
Parité politique & Élections
The law already gives women the first two positions on regional lists. If the measure concerns local lists, it adds a limited requirement per region and can be introduced through an organic amendment. The text must still specify the covered lists and parties, and the consequence of a non-compliant nomination.
Replace the 6-month temporary vehicle import regime with an 'extended admission sticker' for Moroccans abroadInsufficient data
MRE & Douanes
The current regime is clearly set at 180 days per calendar year. The “extended admission sticker” specifies neither duration, covered people or vehicles, nor customs and tax consequences. Those details are necessary to assess timing, cost, border controls and the risk of unauthorised resale.
Double the budget of the Ministry of Foreign Affairs within 5 yearsHard
Diplomatie
The ministry’s 2026 budget is MAD 5.105bn; doubling requires MAD 10.210bn in 2031. A regular increase would need about MAD 15.3bn in cumulative additions, almost the whole envelope for the diplomatic axis. The 2025-2026 increase was only 3.1%. Doubling remains possible, but needs five successive budget decisions at a much stronger pace.
