2026–2031 manifesto
A concise 3-page electoral programme focusing on national sovereignty, good governance, reforming pension fund management without penalising contributors, institutional and political inclusion of Moroccans living abroad, restructuring public party funding criteria to reward constitutional engagement rather than electoral score alone, and addressing water stress and agricultural security through representative institutions.
Key pledges
Reforming and rationalising pension fund management while protecting contributors' savingsHard
الحماية الاجتماعية وأنظمة التقاعد
Governance improvements are possible, but the position of some schemes makes comprehensive reform difficult without identified funding. In 2024, the CMR civil scheme recorded MAD 31.9 billion in contributions against MAD 39.1 billion in benefits, despite MAD 3.4 billion in financial income. Shielding contributors from management errors requires agreement and alternative funding, not investment management alone.
Accelerating the restructuring of the institutional framework for Moroccans abroadPossible
مغاربة العالم والحكامة المؤسساتية
An official direction of 6 November 2024 calls for accelerating a new Council law and creating an executive Mohammedia Foundation, while the current Council still operates under 2007 transitional provisions. This restructuring can be completed by 2031, but no independent evidence found proves that new legislation or budgets had been adopted before 14 September 2026. Success depends on law, funding, and transfer of mandates.
Ensuring the political inclusion and participation of Moroccans living abroadInsufficient data
مغاربة العالم والمشاركة السياسية
The Constitution recognises expatriates’ civic rights, but the 23 September 2026 election uses proxy voting through an online platform. The pledge does not specify direct voting, parliamentary representation, or consultative participation, and gives no deadline, budget, or metric. Its achievement between 2026 and 2031 therefore cannot be measured rigorously.
Revising the criteria for allocating public financial support to political partiesPossible
الحكامة السياسية وتمويل الأحزاب
Public funding is already governed by law and decree, and the Court of Auditors found repayments to the Treasury and a need to align certain rules. Changing the formula to include outreach and training can be done within five years without necessarily increasing the envelope. It still requires parliamentary agreement and auditable criteria; otherwise electoral advantage could be replaced by opaque discretion.
Proposing plans and policies through representative bodies to address water stress and food securityPossible
الماء والبيئة والأمن الغذائي
The pledge is to propose research-based decisions and plans through representative institutions, not to guarantee infrastructure or a complete reversal of water policy. Such proposals can be produced during the term if the party has elected representatives, expertise, and data. Their adoption, funding, and delivery nevertheless rest with the governing majority and government.
