The Kingdom's diplomatic calendar tightens in autumn 2026. Fatima Ezzahra El Mansouri's new government has not yet passed its first finance bill, and it already inherits a file with a deadline: on 31 October the UN Security Council must rule on renewing MINURSO's mandate. A tour, facts and figures in hand.

The 31 October deadline

Since 1991, MINURSO — the United Nations Mission for the Referendum in Western Sahara — has had its mandate periodically renewed by the Security Council. The October 2026 renewal is the first since Resolution 2797 of 31 October 2025, whose language framed the negotiation on the basis of the autonomy proposal Morocco presented in 2007.

That framing has since been echoed elsewhere: at the 15th EU–Morocco Association Council in Brussels in January 2026, the European Union welcomed the resolution and the negotiations it envisages, in a joint communiqué with Minister Bourita and the European foreign-policy chief Kaja Kallas. The other parties to the dispute contest the framing — the Polisario Front calls for a self-determination referendum — and the Security Council will have to account for that in drafting the next resolution.

The embassies with Israel

On 17 September 2026, on the margins of the General Assembly in New York, Nasser Bourita and his Israeli counterpart Gideon Sa'ar — with the US ambassador to the UN, Mike Waltz — announced the elevation of liaison missions to embassies, with ambassadors to be appointed and direct air links reinforced. It is the first upgrade since relations were restored in December 2020 under the Abraham Accords.

In New York, Bourita simultaneously reaffirmed that the Palestinian file remains an "enduring priority" of Moroccan foreign policy — the Kingdom having deployed a field hospital in Gaza. The two lines coexist in official doctrine: institutional normalization with Israel and continuous engagement for the Palestinian cause. Holding that balance is precisely what the new government must do.

Bourita retained, the line continues

On 16 October, the composition of the El Mansouri government renewed Nasser Bourita at Foreign Affairs — in office since April 2017, nearly ten years, and one of the region's longest-serving foreign ministers. Like the Interior, the portfolio is considered "sovereign": its stability across a change of government signals continuity of the diplomatic doctrine, conducted under royal authority.

That continuity extends to the Atlantic partner: a recent US foreign-policy report calls Morocco a "key regional power" and a "strategic bridge between continents", while NATO deepens its consultations with Rabat on the Sahel — Special Representative Javier Colomina's third visit in early October.

What to watch

Three milestones, in order:

  1. 31 October: the text of the MINURSO renewal resolution — every word (referendum, autonomy, negotiations) carrying doctrinal weight.
  2. The appointment of the Morocco–Israel ambassadors, a test of the normalization's depth.
  3. The El Mansouri government's first speech to the international community — to verify, sentence by sentence, that the announced continuity holds.

Frequently asked questions

What is MINURSO and why does its mandate expire on 31 October 2026?

MINURSO is the United Nations mission for the organization of a referendum in Western Sahara, deployed since 1991. Its mandate is renewed periodically by the Security Council; the current renewal falls due on 31 October 2026.

What is Security Council Resolution 2797?

Adopted on 31 October 2025, it framed the negotiation on the basis of Morocco's autonomy proposal — language welcomed by the European Union at the January 2026 Association Council, and contested by the other parties.

Why did Bourita stay as foreign minister?

Like the Interior, Foreign Affairs is one of the 'sovereign' portfolios whose stability signals continuity of the Kingdom's diplomatic line across changes of government. Nasser Bourita has held the post since 2017.
