97 of 395 seats: the Party of Authenticity and Modernity (PAM) won the 2026 legislative elections with a clear lead — 31 seats ahead of the RNI — but without the absolute majority. Let us break the victory down, vote by vote, constituency by constituency. The party's full profile details its programme and elected members.
The structure of the score
PAM's result rests on two legs: local constituencies, which elected 85 of its deputies, and regional lists, which added 12 more.
| Line | Seats | Share of PAM total |
|---|---|---|
| Local constituencies | 85 | 88% |
| Regional lists | 12 | 12% |
| Total | 97 | 100% |
In votes, the win is clear but not crushing: 2,109,152 ballots, 21.7% of the 9,738,526 cast. The party's wager — present everywhere, dominant nowhere by a landslide — reads in the gap between a fifth of the votes and a quarter of the seats.
| Party | Votes | % |
|---|---|---|
| PAM | 2,109,152 | 21.7% |
| Istiqlal | 1,505,616 | 15.5% |
| PJD | 1,426,346 | 14.6% |
| RNI | 1,359,098 | 14.0% |
| MP | 702,471 | 7.2% |
| USFP | 658,025 | 6.8% |
Where PAM wins — and where it plateaus
The geography of the PAM vote maps a two-speed Kingdom. The party leads most regions of the North and Centre: Tanger-Tétouan-Al Hoceïma (9 seats), Oriental (9), Fès-Meknès (12), Rabat-Salé-Kénitra (11), Casablanca-Settat (15).
But two southern regions escape it: Souss-Massa, where Istiqlal leads (7 to 6), and Laâyoune-Sakia El Hamra, also won by Istiqlal (6 to 4). In Casablanca-Settat, the PJD runs it razor-close: 15 seats to 14.
PAM is the party of urban peripheries and the Atlantic countryside; it remains vulnerable in the Souss and the southern provinces, where Istiqlal kept its networks.
The mechanics of 97
Three factors explain the performance:
- Opposition fragmentation. With 21.7% of the vote, PAM profited from an opposition split into four blocs (Istiqlal 15.5%, PJD 14.6%, RNI 14.0%) that neutralise each other constituency by constituency.
- First-past-the-post. In rural constituencies, where PAM's lead is often slim, a plurality suffices: no second round to unite the opposition.
- Loyal regional lists. The 12 regional-list seats offset local defeats — notably in Casablanca and Rabat.
What 97 means going forward
PAM's victory is broad but fragile: 97 seats are a quarter of the Chamber. The party exists in power only through its coalition — and its internal cohesion will depend on holding 97 deputies together for five years. Recent Kingdom history is full of parties that arrived first and melted mid-term: the PJD is the starkest example, falling from 125 seats in 2016 to 13 in 2021… before rebounding to 54 this year.
The lesson is clear: in Morocco, coming first is not a title deed — it is an option to buy the coalition. PAM exercised that option on 12 October with Istiqlal, USFP and PPS.
