The fragmented vote (no party near the 163-seat majority; 14.56% invalid ballots) led the Koutla (USFP, Istiqlal, PPS) to ally with the RNI to govern. The 1996 constitution had restored bicameralism; the new Chamber of Councillors was elected indirectly in December 1997.
